Creation of CADAC
Administrative Order No. 149

AMENDING THE MEMBERSHIP OF THE CITY ANTI-DRUG ABUSE COUNCIL AND ITS SECRETARIAT AND ADOPTING THE CADAC PROGRAM FRAMEWORK

CADAC Program Framework

The CADAC Program shall focus on addressing the local drug situation of the city and shall endeavor to provide a sustainable institutional support to the implementation of this CADAC Programs.  It shall be consistent with the National Anti-Drug Abuse Program of Action (NADPA) as formulated from the Dangerous Drugs Acts and other subsequent issuances of the Dangerous Drugs Board and other authorities.

  1. Goal – To effectively implement a well-coordinated wet of programs on advocacy, treatment and reintegration, law enforcement and institutional building designed to increase community involvement among all sectors to significantly reduce the incidence of drug use.

  2. Core Strategies
  • Focused targeting to fast track the intended program beneficiaries/partners.
  • Integrated approach to program implementation to synchronize available expertise and programs of member agencies and organizations, and
  • Convergence to maximize limited resources while achieving program objectives

     3.Core Programs

TREATMENT AND REINTEGRATION PROGRAM
will apply a family-based set of interventions that will be carried out at various levels, starting with the drug personality that enters the CADAC system, Built-in services of different agencies will be used.

  • ADVOCACY AND RESOURCE MOBILIZATION PROGRAM
    aims to capacitate and mobilize the target sectors to be volunteer resources for counseling services, continuing education campaigns and value formation activities.
  • LAW ENFORCEMENT PROGRAM
    will focus on tightening the monitoring and interception of the smuggling activities in the city as well as the high-risk areas reported to have high incidence of drug use.
  • INSTITUTIONAL BUILDING/STRENGTHENING PROGRAM
    will address the need for structural improvements and operational policies along instituting an effective coordination mechanism, internal control system, program monitoring and evaluation and capacity building for members.
